Are you passionate about using data to drive impact? The Gender-Based Violence & Femicide (GBVF) Response Fund is looking for a MERL Officer to support the development of a robust MERL framework that ensures accountability, relevance, & effectiveness in tackling Gender-Based Violence & Femicide (GBVF). Our organisation was launched in 2021 by His Excellency President Cyril Ramaphosa, to tackle the scourge of GBVF in South Africa. The Fund’s goal is a South Africa free from gender-based violence & femicide directed at women, children & LGBTQIA+ persons. The organisation is guided by the National Strategic Plan on GBVF. The Fund aims to play a critical role in making change happen, based on research, awareness & practical support to organisations actively engaged in the fight against this scourge.

Role purpose: You will play a key role in tracking programme objectives, measuring impact, & documenting the complexity of change processes. You will support the development & implementation of the MERL framework that will provide accountability on outcomes achieved & impact; keep the programme relevant, effective, & efficient; guide documentation of how GBVF change processes is complex, non-linear & multi-faceted. You will lead the systematic process of tracking & tracing the objectives of the Fund’s programmes portfolio, ensuring they are being met, & the impact is being measured which would involve leveraging the power of data & information being generated by projects & programmes to inform decision-making. Your work will include M & E, grants management partner & CBO monitoring & reporting, research & learning.

Skills & experience: A bachelor’s degree in social sciences, gender studies, public health & health & another related field. At least 3 years’ experience in M&E including the design & management of M&E systems, indicators, & targets for programmes in a relevant sector. Knowledge of M & E approaches & frameworks; knowledge of applied research which can be used to drive action & policy change. Excellent donor relationship management & partnerships; planning, organisational & negotiation skills; strong personal development & skills-building focus & capability; strong interpersonal relationship & cross – cultural communication skills. The ability to translate complicated research methods & findings into lay people’s terms for ease of understanding & applicability; computer literacy & competence in MS Office. Project management & problem-solving skills.
